The Wrench Upgrade Kit #1 is a snippet of the full wrench solution; if you previously bought the Basic, this is the next step. It adds some more tools and variety that doesn’t come with the basics.
I would not recommend getting this upgrade kit stand-alone; you’ll miss out on some of the key components from the base package.
